Evergreen

Story Then: Evergreen is a citizen of the small town of Skull Mesa. When the X-Man Cyclops crash lands near the town. He was going to the town to visit his friend Dr. Prescott, but discovers the town is being controlled by the Children of the Shadow.
Cyclops approaches Evergreen to help take down the group, but she initially refused, scared of what the group would do. When Cyclops is about to be killed by the group, she's one of the mutants who helps rescue him and stop the Children of the Shadow.
Story Now: Evergreen is now part of the five person town council. S.H.E.I.L.D. agent, Buzz Mason, approached the council about forming a new government sponsored mutant team calleX-Works. Evergreen initially voted against it but lost in a 3-2 vote.
She later joined the team voluntarily. On her first mission she is gravely injured. She almost died but, she requested to be placed near her plants. The plants not only healed her, but reduced her body's physical age from 65 to 25.
She is now part plant and has greater powers over them. Due to her life experience, the team decided to make her the second in command of X-Works.

She's like the complete opposite of Poison Ivy.
Now that I think about it, I think I'll take a cue from your project and take a few characters from The New Batman Adventures (the other half of Batman: The Animated Series) and develop them a little more. I already have two ideas for a couple of female characters. One is Red Claw, the villain Kate Mulgrew played in the original BTAS. What I have in mind for her is that it is later revealed that she fought GI Joe and their European counterparts, Action Force, before meeting Batman. How? She is the intelligence officer for Action Force's foes, the Red Shadows, essentially their answer to the Baroness in Cobra. The other is one of the Penguin's molls from the Iceberg Lounge, the one with the long grayish-brown hair. For her, she decides that she's had enough of being a part of the Penguin's circle and, once having saved up, quits the job. She ends up becoming a bounty hunter/bail bondswoman, before being recruited by SHIELD. She adopts a new look and a codename inspired by Black Canary--Starling. That's right, a DCAU version of the newest Birds of Prey, and the only New 52 character I can tolerate.
